Bayan Muna hails Nueva Vizcaya Provincial Board for unprecedented decision in local govt history as it withdraws support to Australian mining firm
BAYAN MUNA Rep. Teddy Casiño today hailed the provincial government of Nueva Vizcaya for “taking the another decisive step to protect its people and its fragile forests and watersheds” by voting to withdraw its support to the entry of Australian mining firm OceanaGold Philippines, Inc. in Barangay Didipio, Kasibu town.
 
“We congratulate Nueva Vizcaya Provincial Board led by Vice Governor Jose Gambito and Board Members Edu Balgos and Merlie Talingdan, proponents of the move to totally withdraw support and endorsement to OceanaGold to mine a significant part of Kasibu town. Board members Glenn Afan, Efren Quiben, Tony Dupiano, Evangeline Burton of the Sangguniang Kabataan Federation and Amado Mangaoang of the Liga ng Barangay Federation also deserve commendation as they have also sided with their constituents who value their biodiversity and their peaceful way of life. These local government officials, along with their good Gov. Luisa Cuaresma and Kasibu Mayor Romeo Tayaban are making history with this move,” Casiño said.

Capt. Dan Vizmanos: model soldier, model activist
Bayan Muna joins the Filipino people in mourning the death of retired Capt. Danilo Vizmanos - a model soldier, rebel, intellectual and social activist.

Ka Dan, as we fondly called him, graduated from the US Merchant Marine Academy in Kingspoint, New York in December 1950 and immediately started serving in the Philippine Navy where he rose from naval ensign to the rank of captain in 1971. He was, at one point, one of the inspectors at the Office of the Inspector General of the armed forces.

Raising the dead and buried: Casiño cautions DOTC on revived NBN project
Bayan Muna Rep. Teddy Casiño today expressed apprehensions that the government may be trying to "raise from the dead and sneak in" the scrapped multi-billion National Broadband Network (NBN) deal through a new project called the DOTC Information Infrastructure Project (DIIP).

DOTC Sec. Leandro Mendoza recently admitted that the DIIP is a "mini-NBN" that has an initial funding of P300 million but that the department is asking more from the Department of Budget and Management (DBM).

BAYAN MUNA Rep. Teddy Casiño congratulated the people and the local government units of Nueva Vizcaya for sucessfully halting the operations of Australian mining firm OceanaGold Philippines, Inc. after a local court issued a
preliminary injunction against the company's demolition of houses in Barangay Didipio, Kasibu town.

"We commend RTC Judge Vincent Panay for delving into the constitutional merits of the tribal folk's petition and initially teaching a lesson to a bullheaded foreign company like OceanaGold. What the local court did was a positive step towards environmental protection, local governance and the defense of our national patrimony," Casiño said.

Bayan Muna files landmark bill for release on recognizance - "An enabling law long denied to the people"
Just before 14th Congress went into its first sine die adjournment, Bayan Muna Rep. Teddy Casiño and 20 other legislators filed a landmark bill "to correct one of the long-standing gray areas in the country's criminal justice system – an enabling law on the Constitutional right to be released on recognizance."

Article III, Section 13 of the Constitution allows two modes by which a person under arrest may be released temporarily from detention before conviction of the offense charged: (1) by bail, and (2) by release on recognizance as may be provided by law.

Teddy Casiño is firmly opposing the government’s plan to sell its 40 percent stake in Petron Corporation, saying it would "definitely lead to a permanent regime of oil price hikes as the government losses its only remaining foothold in a deregulated industry dominated by foreign oil firms and their local agents.”

The government is looking to sell its 40% stake in oil giant Petron Corp. by November once approvals are secured from Pres. Macapagal-Arroyo and the Philippine National Oil Co. (PNOC) board next month, Finance Sec. Margarito Teves said yesterday.
