The role of the progressive party list bloc in the 15th Congress

Mr. Speaker, my distinguished colleagues.
At the opening session of the 15th Congress last week, Bayan Muna and the other partylist organizations comprising the progressive party list bloc – Gabriela Women's Party, Anakpawis, Kabataan, and Act Teachers Party – voted with the majority in electing Congressman Feliciano Belmonte as Speaker of the House.
Marami ho ang nagtatanong. Ngayong nasa mayorya kami, kami ba daw ay mananahimik na? Pipigilan ba daw namin ang sarili sa pag-kwestyon sa mga disisyon at legislative agenda ng administrasyon at ng liderato ng Kamara? Magbabago na daw ba ang aming papel bilang mga kritiko ng status quo at ng gobyernong nagtataguyod nito?

Casiño calls for halt of power asset privatization bids; suspension of PSALM, NAPOCOR officials
Bayan Muna Rep. Teddy Casiño today called on Pres. Noynoy Aquino to immediately order a stop to the bidding out of the government's remaining power generation assets and preventively suspend top officials of the National Power Corp.(NAPOCOR) and Power Sector Assets and Liabilities Management Corp. (PSALM) in light of the glaring irregularities in the said agencies.
He cited the scandalous perks received by PSALM officials at the expense of electricity consumers and the alleged fire sale of government assets that has further saddled government with debts to be charged to the public.

Casiño pushes other options over MRT/LRT fare hikes
Bayan Muna Rep. Teddy Casiño today called on the Aquino administration to “seriously consider other viable options to help subsidize the MRT and LRT mass transit systems instead of resorting to fare hikes.”
“The MRT, LRT and other mass transit systems are public utilities that benefit not only its passengers, but government and the economy as a whole. The current administration should not think twice about subsidizing such an important public good. In other countries in Asia, Europe and North America, train systems are heavily subsidized by governments since they help the public at large. Notable examples are Japan, Belgium and Canada,” Casiño said.

Bayan Muna Partylist Backs Impeachment Complaint Against Ombudsman Gutierrez
The impeachment case filed against Ombudsman Merceditas Gutierrez today by progressive organizations immediately earned the support of Bayan Muna Partylist.
“We believe, that the ombudsman not only brought damage to the public’s trust by doing nothing or evading to prosecute abusive officials. Ombudsman Gutierrez also did so much to make her friends, the Arroyos and their associates, more powerful and untouchable. An impeachment case is the thing left to do with an ombudsman that is herself abusive and goes against constitutional duties,” Bayan Muna Rep. Neri Colmenares said.

Casiño: Gov't must look for other ways to stop financial bleeding of MRT and LRT before thinking of raising fares
Bayan Muna Rep. Teddy Casiño today appealed to the Aquino administration to retain the current MRT and LRT fares and instead look for less burdensome ways to solve the financial hemorrhage of the train lines.
“Hundreds of thousands of people take the LRT and MRT trains daily precisely becuase its cheap and efficient. People who have little time and less money take the train to work. The Aquino administration should look deeper into where the large government subsidy to the train system actually goes before adding another burden to the riding public,” Casiño said.

Casiño to work hard for passage of whistleblower protection bill
Agreeable P-Noy SONA proposal
“If there’s one single thing to really agree with P-Noy’s first State of the Nation Address (SONA) in Congress, it is his statement making the Whistleblower Protection Bill a priority legislative measure.”
Thus declared Bayan Muna Rep. Teddy Casiño, whose first bill filed in the 15th Congress is House Bill 132 titled An Act Providing for Protection, Security and Benefits off Whistleblowers and for Other Purposes or the Whistleblower Act of 2010.
